Standards for Rehabilitation Technology Service Providers


Introduction

These standards which are intended to define a minimum level of performance and to be a guide for the practicing member for whom membership is a privilege, not a right. To ensure consumers are receiving services from competent (honor bound) individuals, ORTA requires these members to subscribe to these Standards and the Code of Ethics.

Professional Conduct and Business Practice

Practicing members will not exploit their professional relationships with fellow members, clients, end users, employers, colleagues, students or employees.

Members shall not knowingly associate with a person or firm which they know is engaging in business or professional practices of a fraudulent or dishonest nature.

Members shall not engage in dishonesty, fraud, deceit or misrepresentation.

Members shall not solicit or accept financial or other valuable considerations from material or equipment suppliers for specifying their products to consumers.

Members will conscientiously avoid conflict of interest with fellow members, clients, end users, employers or any agency(s) of employment, remuneration or contract.

Members shall honor their responsibility to the public by promoting public understanding of rehabilitation technology, by supporting the development of services designed to fulfill the unmet needs of the public, and by providing accurate information based upon adequate knowledge and technical competence in all communications involving any aspect of the profession.

Members shall assign credit only to those who have contributed to a project, publication, presentation or product.

Practicing members will maintain their professional skills at the level of current technology in the stated area(s) of expertise.

Practicing members will not allow the pursuit of financial gain or other personal benefit to interfere with the exercise of sound professional judgment and skills.

Members shall be obligated to promote access for people with disabilities in programs, facilities, transportation and communication, so that end users will not be excluded from opportunities to participate fully in rehabilitation, education, and society.

Members will strive to eliminate attitudinal barriers, including stereotyping and discrimination, toward people with disabilities and will enhance their own sensitivity awareness toward people with disabilities.

Members will not intentionally falsify, mislead or misrepresent qualifications, or fail to make full disclosure regarding their background and abilities.

Members convicted of any felony or a crime involving a client will result in loss of membership

Members who have factual documentation that these Standards or The Code of Ethics has been violated shall inform the Standards and Ethics Committee.

Service Delivery

The end user is the focal point of the project. Therefore, the end user must be involved throughout the process of service delivery. Everyone involved in a given project, including the end user, must take ownership in the project direction or solution recommended.

Practicing members will implement a "team approach." The team will include all appropriate professionals who are essential for rehabilitation planning, and/or service delivery and the end user. Practicing members will communicate with team members during the project development, implementation and follow-up.

Members shall accept assignments only when they or their consulting support are qualified by training and experience in the specific technical fields involved.

Members shall use every resource, including referral when appropriate, to ensure that high-quality services are provided.

Members shall not discriminate in the delivery of professional services on the basis of race, sex, religion, national origin, sexual orientation, or disability.

Members shall exercise professional judgment, consistent with the abilities and circumstances of the end user, by only recommending solutions which offer a reasonable promise of success.

Members will not intentionally falsify, mislead, misrepresent or fail to make full disclosure regarding any aspect of service provision.

Confidentiality

Members shall not reveal, without authorizations, any professional or personal information about a person being served professionally, unless required by law.

Records

Members shall maintain adequate records of services rendered and products dispensed.

Fees

Members will charge only for services rendered and only in those situations that do not constitute a conflict of interest. Remuneration shall be deserved and reasonable.
